What are you fastening? 0.45Nm should be just snugging up the screw/bolt.
A PL mount to a camera, replacing an EF mount.
Well I have never dismantled/reassembled a camera before, but in lieu of a torque wrench that can accurately measure as little as 0.45Nm I would be going for snug up + blue thread lock.
