Help - can anyone amend a PDF for me?

Help:

I want to crate a PDF that has fillable text form boxes. I want the boxes to expand depending on the quantity of words inputted by the user. Is that possible? Maybe not.

I wanted it to be offine, but perhaps a webpage is the best option. But I'd rather people have more ability to input in their own way.

Maybe a Word doc is best. If unrefined. Google form might work but a bit basic.

Using word with Developer function and only Forms fillable was the best solution in the end.
