Yes definitely. The rear end hinges at 4° to lift the rear wheel so that the bike can be rolled on the front wheel holding the bars before you collapse the stem. Do no reason that shouldnt also be on an angle. Thanks

It makes the countersunk headset preload bolt slightly more interesting but nothing you can't come up with a solution for.
