16-21, students 50-64, those fortunate enough to be retired (who works when there's no need?)
And then of course you have people working who are not PAYE and also don't let the taxman know that they're working.

Yep pretty much though I'd be surprised if the retired lower age was much below 55.
That's my personal target . Kids should be gone, mortgage paid and this pension with 30 years service.
