I'd vote Gothenburg because of the Kattegattleden. The Eurovelo 7 links the Danish national route 9 (CPH to Helsingør) with the Swedish Kattegattleden that goes from Helsingborg to Gothenburg. I did some of it with my kid last year and am planning to do the lot - and back - next summer (I live in Copenhagen). It is a very safe, relaxing mix of cycling paths, gravel paths and quiet roads, and is so well signposted you don't need a Garmin. There are ferries all the time so the crossing is cheap and easy.
The Kattegattleden gets pretty busy with cyclists in the summer but in May I wouldn't think it is.
