I think you're overestimating the number of rich people available for your investment program. There's a tiny number of people wealthy enough to drive that kind of change and there are pockets of rich people all over the country already.
What you need are companies setting up in regional towns and cities and paying local and national taxes.
Not sure what the percentages of unused housing stock outside the South East are but yes, of course the loss of industry and employment outside the South East is regrettable.
Would you force people seeking council houses in London to take them in other areas for example?
