You are mostly allowed to walk on the foreshore. There are a few bits where you aren't because of dangerous structures or the Palace of Westminster etc but I think that stretch is okay. I'd climb the gate ay my own risk if I was there. From the south there is currently barriers up to stop getting any closer than my lines currently do. And yeah the jetty it all closed off.
