Rub lightly with a finger - if it's mineral deposits they'll just rub off, mildew will be a bit more stubborn.
A wipe with a damp cloth will clear up the deposits.

Yeah they should perk back up once brighter days return. If you want them to keep their leaves you will probably need grow lights.
Speaking of grow lights, has anyone found any decent ones? Amazon is full of either trashy alibaba stuff or expensive pro stuff

I mean it always depends what you want to do (how much light you need, what area you want to cover, where you want to put the lights)..
I used this kind to grow chili plants from seed (I got longer ones, longer "tubes" I mean, but connect-able in the same way) - and they were ideal for rows of little pots with chili seedlings / small plants.
The initial cost / energy consumtion was good, these led tubes used to be a lot cheaper though, I think I paid about half of a couple years ago, but after the pandemic the price increased significantly.
So this is rather low-power, but good for steady (long-hours) light, also you can put them really close to the plants (which makes them efficient), as they barely get hot at all.

This guy is now 203cm tall as pictured 👀 not the densest or perfect example but we’ve had it from about 80cm. the babies were propagated from it and planted recently.

we do have several nice young plants here that need new homes but annoyingly we have the little black flies issue which despite me escalating as a priority my partner has not addressed beyond the yellow sticky things which catch them but not eradicate.
(I do the bins and make the coffee so plant welfare is not my responsibility)
