Wondering which beach areas would be best and if renting a car is a must?
I would say it is, Sarande is very built up down towards the South, but a day trip to Corfu via ferry is an idea.
Xsamil has nice small beaches but almost all are backed by and owned by restaurants.Stayed in a castle on the way down from Tirana to Sarande in Elbasan worth a short visit if driving down.
if staying down towards the South Butrint is worth a visit .
