Interesting furore over this. He only moved it 150mm to the right. He’d have done better to roll it back a yard to get more distance to the wall.
Like Beckham used to do, when the ref had his back turned to speak with the wall.

Must have been a small ball then. He moves the ball twice repositioning over a balls width away each time, after the goalkeeper has set his wall as well. He then brushes some of the foam to the side of the ball to help disguise the fact. I.e. cheating.

Moving the refs spray foam marker along at the same time is what elevates it though. And timing it so noone in the wall sees it either.
