Last century, it was the lightest rear mech ever made, though I don’t know if that is still true. The earlier undrilled Jubilee was lighter than the later drilled version. I raced with a Jubilee mech in the ‘80s (a little scuffed from crit racing).

Wasn’t there a version of the Jubilee for touring that had a double extension giving an absolutely huge range?

Yes, identical body but long arm. Limited to a 28t max cog from memory but could cope with a triple or wide range double.
