As a serious answer it's in part because we've got a load of badly insulated properties and if you were forced to bring some properties (mine included) up to spec to work with a heat pump it would cost you tens of thousands of pounds. They're also big, noisy and ugly.
More realistically though it's probably a combination of them being new/unknown and owning the libs.

Sorry for going back to heat pumps but why is everyone upset about them in the UK? Almost every house has one here in Sweden. Is it a political thing?
