Forest and Everton both admitted the breach (but with mitigating circumstances) which is why it's progressing quicker.
City have basically said Fuck you, prove it, and we're not giving you any information which slows things down somewhat.
Theoretically the Forest/Everton ones should be dealt with this season, the final appeal judgement date is the week after the end of the season.
Could be Burnley staying up with a lowest ever points total at this rate.
