I’d start with the bar ends vertical/drops horizontal, then slide the hoods up to a comfortable position.

Thanks - good advice and after a bit of faffing, I think I'm there

Not happy about the stem/top-tube angle mismatch and need to chop steerer too so I can slam the stem
