Not for years but yes. When I worked as a bike courier, we had a fleet of 4 Bullitts, only 1 had a steering damper and that was everyone's favourite to ride. Used to get speed wobble above about 15mph if not loaded on any of the others. The one with the damper was much nicer to ride downhill.

One came with my Bullitt and I’ve never experience wobble so it’s never been fitted. They get quite strong money second hand so I’m tempted just to sell mine. I do mostly only cycle with toddler weight in the front though, with more load it might be different.
General consensus on the Bullitt Facebook pages etc seems to be that the cane creek Viscoset is the better option.
