Yeah you would only be able to put super low profile stuff on the rack otherwise the drops would hit. Even with risers and a spacer stack I still have issues with not being able to turn the bars all the way fairly often. You could get a steerer extender and have the bars super high, but that would defeat the fast part of the bike
A small wald basket on a road bike would be a better option imo. At least you would be able to stack up the basket without issue

I'd still prefer swept bars to give the loading area as much space as possible

Why would you? Kinda defeats the point
