They're smaller than a rear pannier would tend to be. Absolutely nothing to stop you using them on the back.

I often use front panniers on the rear,if you don't need the capacity they work really well,less chance of heal strike,lighter,neater, lower center of gravity.
However the chance of the Edinburgh cycles offer being a cock-up are extremely high,£10 posted for a pair of £100 panniers?
