I’d steer clear of things like that. It’s the equivalent of the supermarket BSO mtb.
It’ll feel slow, lifeless and won’t get anyone stoked to learn.
A basic complete from one of the big legit skate brands is the only budget option. It’ll have a resale value as well if you/daughter don’t get into it.
