That's just a shit BSO with a steerer extension. It's not the failed result of an attempt to make something good.

The Salsa is a Cut Throat, designed for the ultra endurance Tour Divide race. It's 2700 miles mostly off road from Canada to the Mexican border, so I'm pretty sure it comes with mtb tyres for a reason!

When I saw that bike it looked oddly familiar and I had the sudden feeling this is just an "upgrade" of a bike we had in here before. Traced it back to the owner on reddit and here we go. That bike has been here before. Apparently, it was stoled and badly painted so when the owner got it back he also painted it badly. In his own way.
