I think the black block is a kind of lawyer-tab-safety-mechanism, i.e. with the block fitted the action of the lever is exactly as specified for a v-brake lever. if you physically remove the block you can then get a lot more customisation/adjustment, but you can also end up with a potentially "unsafe" setup. by which I mean, if you're "racing in a pro mtb race" you can set it up with more power, but if you're a "novice rider with poor brake control" that setting could contribute to an accident.
Ah, found this to be quite useful but still doesnt explain the black block thats in there...
