Performative cruelty for the base.
It will never become law, as the Lords will reject it and by the time the Government overcome that, they'll have run out of parliamentary time to get it through before the election.

It was always going to pass. A few would abstain to show how tough they were but they wouldn't vote against as that would require taking a real stance.
