The journalism there seems confused.
She had 11. As soon as she hits 12 she’s considered a ‘totter’ by the courts and will receive a six month ban, unless she can prove exceptional hardship, which she didn’t. So at that point the number of points is somewhat immaterial as at the end of her ban her license will be cleared.

I know some of the background, my point is 29 points on a driving licence WTF??!!??? And still thinking you should have the right to drive.
