I'm no expert on hobs at all but it sounds like the ring is made up of two elements and the inner one has gone. Before going any further I'd google whether replacement elements are available.
As to if it's fixable or not, I'd be surprised if these were designed to be user serviceable, but that doesn't mean it can't be fixed of course. Good luck...
I trawled through the first three pages (of 6) of search results and couldn’t find anything. The bottom left one of our basic-bitch electric hob has stopped working. The outside ring heats/lights up but the inner one doesn’t. Everything else works (touch wood) and I don’t have any money to get anything better/pay much for service. My question is are these things fixable? Is it easy? I assume it means lifting the unit out at minimum… oh frick
