Well...
Drilled the frame with 3mm hole. (Scarily thin tubing. :0$) The paint was already falling off with age anyway.
Used a BMX gyro cable stop in the end as only one Rivet required.

That's why a screw was never going to work. Even stout aluminium top tubes are only about 1 thread pitch thick
