I have no idea, only thing we learned is that she originally comes from the Netherlands.
I guess fourth floor means ground plus four storeys here, that's at least 13 meters.
The shelter is quite strict, once you can't care for an animal/give it to them it doesn't go back.
But they vetted us, and we even had someone come by and check us/apartment and the cat out.
