Nope, but a dia compe clamp on would probably work, combined with cables would not do the frame justice.
There would be better options for 2 brake single speed frame. -

Tempting to build with a phat disc fork with 33mm tyre clearance!

Most Cannondale (or other) 1 1/4" tapered forks. You can find them pretty cheap these days, i have run both CAAD10 and CAAD12 forks on mine. 12's will give you loads more tyre clearance on the front but the back is more limiting.
