If you have thermostat valves, you need one radiator/towel rail so you won't damage the pump.
Be fine imo, as you will always want warm towels. You can close the valve with an adjustable spanner.
Ta that’s what I thought the rail is the only rad without a TRV and has a pair of manual valves at the moment. Somebody keeps turning it off. The need for tools should stop them :D
