How about Spa Cycles reasonably priced touring frame ? Also, I think Condor may do an expensive touring frame. I'm tempted myself by the Spa. I've seen winter bikes built up using the above frameset. A tad on the heavy side but an excellent paint job.

Look for a Raleigh pioneer if you're keen on repurposing, seen them on marketplace for as little as £15! 700c with canti studs, clearance for 45mm tyres (at a guess). I bought one for my girlfriend at £50 and upgraded everything else. One of the nicest bikes I've ever ridden, a bittersweet handover.

Second hand definitely tends to be a bit "buy my used part for 10% less than retail, ok?". And definitely Berlin tax on stuff people think is hip.

They are sort of oem? Not the nicest finished frame I’ve had, but it’s the one I’m most attached to.
Have had it built up with both drops and flat bars - loaded and unloaded.
The M1 has the massive head tube every surly lacks so you can tall stack height without a massive amount of spacers -

Yeah, I was surprised to see they haven't raised prices like the rest of the bike industry.
Really big value for money imo
Repurposed frames win every time for me. They just look class.
