If I were in possession of helmet and boots I might possibly check which laws applied to me. Ah, silly me, the answer seems frequently to be 'none of the above'.

Oh I completely agree with you. I am just flabbergasted that this appears to be an official line and they admit it. (I am not surprised that this is the case in practice)

Yes, if you’re not 100% sure then maybe a quick google before pinning an unsuspecting member of the public to the floor, slapping cuffs on them and carting them off to the cells.
