She wasn't qualifying her statement, she was picking out one notional subset to smear by association, while blowing hard on that dogwhistle.

It’s not like they’re choosing between homelessness/begging and a taxable income/prius/newbuild in Herts; if they’re choosing, it’s between something extremely shit and something even shitter than that. Is that a lifestyle choice?

Sounds more like a city farm, from the description; animals on those live the life of riley! And the owners sound like they have the sheep’s best interests in mind.

I just think there a things to get involved with - if you’re an animal rights activist - and stopping a sheep going on to a pampered existence should be far down the list.

She desperately needed shearing and once shorn would probably suffer if put out on the hill now winter is here. Hence needing a new home.
The farm park is closed for the winter, so there wouldn't be any petting until the spring at least. If there was ever going to be any.

Of course the logical answer would have been to leave her be and lower down another sheep to keep her company.
