I know it's clumsy but she did seem to be qualifying the comment as being about a subset of people who live on the street. Banning charities from giving out tents is going to do fuck all about it though so that's just red meat for the send them back brigade.

She wasn't qualifying her statement, she was picking out one notional subset to smear by association, while blowing hard on that dogwhistle.
