It's definitely threaded. Can you start it off by tapping with a screwdriver in a counter-clockwise* direction?
Then some needlenose pliers with either side of the jaws located in the slots... you should be able to rotate it out.
Grease it well when you put it back!

soaked it in WD40 for 2 days and tried the gentle (and then some not-so-gentle) tapping, but no movement yet
Maybe it’s reverse threaded, but it doesn’t look it.
WD is not a release agent try plus gas or any other release agent.
