Because big, set piece, highly choreographed, arguably well executed fight scenes are Keanu Reeves's oeuvre, and he is the entire draw for the film. It's not as if he's an otherwise versatile and accomplished actor.
Maybe I'm missing some huge self-effacing irony that the films are actually showing, because they just seem dumb.

hmmm ..... none are great films, gets a bit samey after the 2nd
by the 4th began to forward through the boring repetitive long fight scenes
why does he always fight at some big fancy discotheque, where nobody seems fazed at people being axed in the head and gunfire galore the dancers just keep dancing feet away from the action. he manages to sneak in fine and dandy right to the protagonist but then decides to walk out in broad daylight through a supremely guarded posh building, why doesn't he take the quiet unguarded way out.
it's good at showing lovely buildings and interesting venues and you can see it's either based on or setting the scene for a computer game.
