It's not what I'd go for but there's often an issue with that middle room being pretty dark and I think that looks way better (and is much more practical) than the open plan staircase that a lot go for.

Yeah my middle room is dark, I think a better option is just sacrificing it to storage/utility/bathroom (assuming extension), ain't no one using it as a "snug".

If they had a loft conversion done the building inspector would have wanted their open stairs to be covered over as its a protected route out of the house. That might have been a reason why they did what they did but I agree it all looks incongruous.
