You can also do it with ball bearings, although taking the wheel out by the side of the road suddenly becomes a lot more exciting (I've done this but not had to take the wheel out yet)
Certainly better than ball bearings and good wishes.
So many low end bikes like dawes or anything from argos, fork dropouts are usually so far out of line that the axle nuts and those folded steel safety tabs are the only thing holding the wheel in vaguely the right location.
