I could be wrong but it's possibly only a call for heat that the thermostat receives/sends so unlikely to be a lot of amps. Not notifiable as far as I know. Obvs switch off power at the Cu and check there's no voltage with a decent voltage tester before messing with the wires.
That ^ when I replaced the roomstat in our last place for a wireless one the wiring turned out to be a phone line, so the draw must be minimal to say the least.
That's fairly dodgy as if it is a mains control loop it will probably have a 3A fuse which is almost certainly plenty to set phone wire on fire. Quite tempted to try.
