Hm, there is no more than an inch or two of that seatpost stuck inside seat tube, vintage ones are quite short in comparison to modern ones. This one looks like old ITM to me - 10" roughly of total lenght.
WD40 penetrating oil, wooden wedge to prize open tiny bit the seat tube - couple of days and will come out. Freeze method helps too.
You said stem is stuck, yet no seat binder on, is it seatpost that is stuck?
