It's a bit tricky to tell from the photo, do the forks have a straight 1 1/8" steerer or are they tapered?

How long is the long steerer? I would like something like these (ie able to take a lowrider rack & panniers) but would also like a long steerer for plenty of stack in touring mode, so was thinking I'd prob need to buy new to get something uncut. 28 - 30cm would be ideal.
