I don't think you can apportion any blame to Kung, his immediate thought is going to be to get back on his bike.
His team should've stepped in and stopped him. If he'd been riding for his trade team rather than his national team, I think they definitely would've done so but national teams are often less professionally run.
He shouldn't have been allowed to carry on. That was insanely dangerous, not to mention concussion protocols.
