32mm wide, 30mm diameter, bolt on top.
Putting the bolt on top requires quite an increase in diameter (from 25 to 30mm) to avoid very thin sections, which in turn means a significant increase in print time - probably worth mentioning if it's being done as a favour...

Who pays £23 for an imperial skate tool when you can get a second hand box wrench for a few quid. Would have been nice to cut, bend and weld it into a right angle, but a cut off bolt and bar end plug will have to do for now.

I have this weird feeling like someone made a half-moon shaped insert to go in a fork dropout to slightly increase tyre clearance. Sound familiar to anyone?

Certainly better than ball bearings and good wishes.
So many low end bikes like dawes or anything from argos, fork dropouts are usually so far out of line that the axle nuts and those folded steel safety tabs are the only thing holding the wheel in vaguely the right location.
