Practical might not be a right word for it, but sure is extra.

Maybe I'm missing something obvious, but I anticipate issues with the basket the first time those forks go over any sort of bump.

With a lockout on a fork it might be okay. But than why put it on in a first place, either go with suspension for specific rack or rigid fork. Kona unit is not exactly a cheep and cheery, I suspect somebody was just going with a specific looks and skiped over the details of the "practical" side.
