So many frames made by Kinesis, and often sold under better names, do this, the powder coat does not bond to the alloy. I'd assume that "glue" holding in the Carbon parts keeps moisture out, but that's just a best guess.
I'd sand it down, find an etching primer, then paint it black to match the rest. It'll probably give years of service, but I'm sure Google will have more info.
I'd also ask it on a non-sales forum ;0
