Just say excuse me and sit there
Yup, obviously they should shift over if there's a standee anyway, but I often chuck my bag next to me on an emptyish carriage which may fill up without me noticing too much, an excuse me or just standing nearby will get me shifted and always works if do the standing or excuse meing.

Train people. 5 empty seats blocked by bags etc cos they don't want someone next to them.
