I once travelled on a packed train with my grandmother and she did that, put her bag next to her and when people came in pretended to ignore them. Eventually some woman tried to nudge her going "excuse me" to draw her attention but she kept purposedly ignoring them so the woman just moved her bag to the floor and sat down. My grandma went ballistic on her for even having the audacity to do that. I've never been more embarassed in my life.
