You don't need to start with a singlespeed, but learning how to use gears (and brakes) is something that can come later.
I didn't want to push either of mine to learn, the eldest decided to learn when she was in reception as some of her friends were riding then. The youngest was six when she finally concentrated on learning, and cracked it within about half an hour. So I think it's best to get them the bike, and then let them pick it up when they are ready.

Yeah I've got a couple of balance bikes and they're just not into it - I think it's the scooting forward.
They've never been on a bike themselves.
