I'm no good with inside leg measurements on kids but are they still learning?
Balance bike then SS is my recommendation.
If they're old enough for 14"+ then you could always take the drive train off and fit it when they're ready for pedals.
Vitus, Squish & Woom (not sure if we get those in UK)
