For dogs, why not licence owners (training etc.... like driving) and open up the law to allow for unlimited criminal and civil liabilities?
Not saying you’re wrong but it’s ironic that driving a car, especially one’s own expensive car, seems to allow people to harm others with impunity.

Then the desire for such breeds would die off.
