There's an interesting question over whether you can separate out the two. A key point, most of these dipshits miss is whether the owners have the strength to control their dog. As Dibble's horrific story shows - even a really motivated individual can struggle to control a strong dog on a mission.
All that said. I think there is a slight arbitrariness to which dogs are prohibited. You also have some dogs which have been bread to be more docile than they would have been. German Shepherds as an e.g. - I'm sure I recall reading that the dogs you'd have had say in the 50s would have been more aggressive than one purchased today. Guard dogs I assume would be more inclined to attack humans, whereas fighting dogs were bread to kill other dogs and similar sized prey and be subservient to humans.

Also discovered the 4 breeds banned in the UK includes one called the “Doggo Argentino” which did make me lol.
