I imagine it was to tuck in a 24" wheel against the frame, the wheel would have had radial spokes, welcome to the wonderful world of 80s aerodynamics. Bet the owner had L shaped cranks as well.

I had thought frontal impact. But looking at fork dropouts I reckon the disc tab was welded on to the fork the wrong way round 🤔

I feel like this person could have bought a bigger frame and a shorter stem. Also maybe lowering their saddle 10-20 mm might help their back problems. Nice colour. I'd like these frames if they weren't so expensive.
