As far as I am aware , while Musk has continually positioned Starlink as an act of largesse, there are several western states that have been paying him to do it. Haven't looked into it for a while so may be misremembering.

Part of musk logic is that he gave the starlink stuff Ukraine as a humanitarian (tax right off)
